To: Transcaucusus Front From: Special Liason Russian Ministry of Defense Subject: Operation Wind of Winds (Vtor Vtora) As you may know, Marshal Vasilievskii, this operation has been in the planning stages for some time and it is now my solemn duty to inform you that Operation Wind of Winds is to become a reality. Even though the purpose of the operation has been discussed with yourself and many other senior members of the Russian Army, I am required by regulations to outline the strategic as well as military aims of this operation for posterity. Background Three years ago it came to the attention of senior commanders in southern military districts that arms, materiel, and advisors from Iran were infiltrating to our Moslem members of the Commonwealth of Independant States. The reasons for this are probaby variied and as you know, they are used as excuses to justify this luring of members of theses border states into indepedence from ther CIS. Our nation fell apart when the last issue concerning confederation came to a head. It is the view of President Yeltsin and some top leaders of the Supreme Soviet that this erosion of Russian influence is inacceptable and the current state of affairs cannot be allowed to continue. As you read this our emmisaries are contacting the Iranian government to alert them to the concerns of the Russian government and to negotiate a change in the attitude of the Iranian government. It is unrealistic to expect a change and we must turn our attention to preparations which will eliminate the problem from our southern borders.
